The South African Human Rights Commission (SAHRC) on Thursday released an investigative report on the Enyobeni Tavern tragedy, which resulted in the deaths of 21 partygoers in East London in 2022.
The report highlights the role of inadequate law enforcement in preventing the sale of alcohol to minors and regulating liquor outlets as contributing factors to the incident.

The SAHRC report specifically points out the Eastern Cape Liquor Board (ECLB) and the police for their inadequate enforcement of liquor regulations. These regulations are in place to ensure the responsible sale and consumption of alcohol, particularly concerning the protection of minors.
According to the report, the ECLB failed to effectively monitor and regulate liquor outlets, including the Enyobeni Tavern.
This lack of oversight allowed the tavern to operate without adhering to the necessary protocols and safety measures. As a result, underage individuals were able to access alcohol, which ultimately led to the tragic loss of life.
Furthermore, the report highlights the insufficient enforcement efforts by the police in relation to liquor regulations.
Law enforcement agencies play a crucial role in ensuring compliance with these regulations and preventing illegal activities. However, their lack of action in this case allowed the sale of alcohol to minors to go unchecked, contributing to the tragic outcome.
In addition to the inadequate law enforcement by the ECLB and the police, the SAHRC report also points out the Buffalo City Metropolitan Municipality (BCMM) for its insufficient oversight. As the governing body responsible for the administration and regulation of the municipality, the BCMM failed to exercise proper control and monitoring of liquor outlets.
The report suggests that the BCMM’s lack of oversight contributed to the Enyobeni Tavern operating in an unsafe manner. This negligence allowed the tavern to continue operating despite numerous violations of liquor regulations, ultimately leading to the tragic incident.
The SAHRC report’s findings highlight the urgent need for improved law enforcement and oversight in the regulation of alcohol sales and liquor outlets. To prevent similar tragedies in the future, several measures should be taken:
