Western Cape Launches First Transition Facility For Jailed Children In South Africa

The Western Cape Department of Social Development has unveiled a groundbreaking initiative — South Africa’s first transition facility for children who have been in conflict with the law.

The Fountain of Hope Intermediate Child and Youth Care Centre, based in Philippi, aims to bridge the critical gap between incarceration and community reintegration.

Western Cape: Supporting Young Offenders on Their Path to Change

Provincial Social Development Minister Jaco Londt described the centre as a safe space for young people determined to turn their lives around.

“The path ahead should be one of continued support and opportunity. The Fountain of Hope Intermediate CYCC stands between secure care and community care-based centres.

“It provides a structured yet nurturing environment, less restrictive than secure care, yet robust in its support mechanisms. It is a place for young people who have shown that they are ready for change but still need some guidance.”

The facility’s model combines structure with compassion, offering guidance, skills, and support to children who have completed sentences for serious offences. By easing their reintegration, the centre seeks to reduce reoffending while fostering long-term transformation.
