‘Underworld Kingpin’ Cat Matlala Moved To KZN Super-Max Prison

Alleged underworld figure Vusimuzi “Cat” Matlala has been transferred from Kgosi Mampuru II Correctional Centre (C-Max) in Pretoria to the super-maximum eBongweni Correctional Centre in Kokstad, KwaZulu-Natal.

The Department of Correctional Services (DCS) confirmed on Tuesday that the relocation took place on 21 December 2025.

DCS Confirms Transfer From C-Max to KZN Super-Max

Correctional Services spokesperson Singabakho Nxumalo said the movement of inmates between facilities is routine and based on operational needs.

“The transfer of remand detainees and sentenced offenders between correctional facilities is a standard operational practice,” Nxumalo said.

“It is informed by a range of considerations, primarily security, safety, operational requirements, and effective inmate management across the correctional system.”

He added that the transfer was lawful under existing legislation.

“In terms of Section 6 of the Correctional Services Act, 1998 (Act No. 111 of 1998), the National Commissioner of Correctional Services is legally empowered to detain an offender or remand detainee at any correctional centre, notwithstanding the wording of a warrant,” Nxumalo said.

Matlala Linked to High-Profile Criminal and Corruption Cases

Matlala has featured prominently in the Madlanga Commission of Inquiry into Criminality, Political Interference and Corruption in the Criminal Justice System.

He, his wife Tsakane Matlala, and co-accused Musa Kekana, Tiego Floyd Mabusela and Nthabiseng Nzama face charges including conspiracy to commit murder, attempted murder, money laundering, and attempting to defeat the ends of justice.

The charges stem from an alleged incident in Sandton between 12 and 17 October 2023, involving his former girlfriend, socialite and former Muvhango actress Tebogo Thobejane. Her vehicle was allegedly ambushed and shot at, and she sustained injuries.

SAPS Tender Fraud and Hospital Corruption Allegations

Matlala is also accused of laundering millions of rand, including funds linked to a R360 million South African Police Service (SAPS) health services tender.

In a separate matter, he was implicated in the Thembisa Hospital corruption saga, where the Special Investigations Unit (SIU) revealed that he allegedly benefited from at least R13 million through procurement deals.

Matlala is expected to stand trial in January 2026.
