Tshwane Moves To Blacklist Edwin Sodi Over R250m Rooiwal Contract Scandal

The City of Tshwane has confirmed that it has finally submitted a fresh application to National Treasury to have controversial businessman Edwin Sodi and his associated companies blacklisted from doing business with the state.
If approved, the application would bar Sodi’s companies from securing any government contracts in future.
The municipality said the submission follows previous failed attempts, which were rejected by Treasury due to technical shortcomings in the applications.
R250m Rooiwal wastewater contract cancelled
In 2019, a consortium led by Sodi was awarded a R250 million contract to upgrade the struggling Rooiwal Wastewater Treatment Plant.
However, the project stalled after the consortium allegedly abandoned the site, leaving large portions of the work unfinished. The municipality was ultimately forced to terminate the contract.
In a statement, Tshwane said the delay in submitting its latest blacklisting application was to ensure the process complied fully with legal and procedural requirements.
Political parties back Edwin Sodi renewed blacklisting bid
The renewed move has received unanimous backing from political parties represented in Tshwane.
DA Tshwane caucus leader Cilliers Brink welcomed the development, saying sustained political pressure had played a role.

“I have this to say for the executive mayor, she certainly responds to pressure and we will continue to pressure her in the interest of good governance,” Brink said.
Meanwhile, ActionSA said critics should remember that successive administrations in Tshwane had previously failed to take decisive action against Sodi and his affiliated companies.
