Tshwane CFO Gareth Mnisi Admits Gift To Sergeant Nkosi, Denies Corruption Claims

Suspended City of Tshwane CFO Gareth Mnisi has admitted to purchasing a gift for Sergeant Fannie Nkosi but rejected claims that it was intended to influence municipal tenders.

Appearing before the Madlanga Commission on Friday, Mnisi addressed allegations linking him to a widening R2.9 billion procurement scandal.

‘No Inducement, No Corruption,’ Gareth Mnisi Tells Commission

Mnisi maintained that his relationship with Nkosi was personal rather than professional, describing it as a close bond formed during a difficult period in his life.

“There was no exchange of money, no arrangement, no benefit,” Mnisi said.

“I did purchase a gift for Nkosi. I wish to state unequivocally that this gift was not offered as gratification, inducement or a bribe, nor was it linked to any way, to any act, official act, favour, benefit, expectation for preferential treatment”.

R2.9 Billion Tender Under Scrutiny as Probe Deepens

The commission is investigating a complex network surrounding a major security services tender in which 22 companies were awarded contracts worth billions.

Attention has now turned to three companies suspected of benefiting from irregular processes, with Nkosi’s alleged role drawing particular scrutiny.

Evidence presented includes WhatsApp messages between Nkosi and suspended Tshwane Metropolitan Police Department deputy chief Umashi Dhlamini, in which Mnisi’s name appears.

Nkosi previously testified that Dhlamini compiled a list of seven preferred service providers, which was allegedly shared with Mnisi. He also acknowledged submitting two companies of his own, including one reportedly linked to his brother.

Investigators are examining whether the tender process was manipulated to benefit certain companies, as the probe continues to widen.

Mnisi’s testimony marks a key moment in the inquiry, as authorities work to establish whether personal relationships influenced official decisions in one of Tshwane’s largest procurement deals.
