TMPD Head ‘Shocked And Dismayed’ Over Alleged Corruption And Money Siphoning

The head of the Tshwane Metropolitan Police Department (TMPD), Yolande Faro, says she is “shocked and dismayed” by allegations of corruption within the department.

Faro is currently testifying before the Madlanga Commission, which is probing claims of corruption and tender irregularities.

Claims of Tender Rigging and ‘Criminal Systems’

The commission has heard allegations that senior TMPD officials colluded with service providers to manipulate tenders and defraud the department.

Faro told the commission she has already taken steps against implicated individuals.

“Recently. I have observed certain things within the TMPD, which has led me to take certain corrective steps and, where necessary, consequence management is in progress.

“However, over the past week, I have come to learn with great shock and dismay [about] what was apparently taking place in the TMPD, whether it was before my tenure or now in this time. It is not, it would seem issues of irregularities, but clear systems of siphoning of money and criminal activities.”

Deputy Chief Suspended Amid Allegations

In March, TMPD deputy chief Umashi Dhlamini was suspended following revelations at the commission.

He is alleged to have worked with controversial officer Fannie Nkosi to manipulate tenders within the department.

Faro also disclosed that some senior TMPD officials do not hold top-level security clearance.

She said the clearance process, conducted by the State Security Agency, includes lifestyle audits, background checks, polygraph tests and interviews.

TMPD Corruption Investigations Ongoing

While Faro confirmed that she holds the necessary clearance, she told the commission that not all of her deputies do.

“Commissioner, that is one of the things that we have to sharpen up. I think we must be honest when we come to this commission. Maybe we have taken it for granted. This is one of the things that must be compulsory.

“When I applied to the City of Tshwane, it was compulsory. It was in the advertisements, one of the requirements that said you must be security cleared.”

Faro said it is evident that systems may have been established within the TMPD to siphon money, adding that internal corrective processes are underway.

The commission continues to hear testimony as investigations into the allegations unfold.
