Correctional Services officials conducted a surprise raid at Mangaung Correctional Centre (MCC), the former prison of convicted murderer and rapist Thabo Bester, as part of heightened security measures during the festive season.

Led by National Commissioner Makgothi Thobakgale, the raid targeted contraband and prohibited items within the privately run maximum-security facility in Bloemfontein.

Inmates were ordered to kneel on the floor with their hands against the wall while officials conducted thorough inspections of their cells, including mattresses, toilet rims, and light fixtures.

The operation coincided with the launch of Operation Vala, a national initiative aimed at bolstering security across all 243 correctional facilities during the holiday period.

Thabo Bester’s Infamous Escape

Thabo Bester, known as the “Facebook rapist,” escaped from the MCC in May 2022 by faking his death in a cell fire. His elaborate escape allegedly involved the help of several prison officials and Dr. Nandipha Magudumana, a prominent figure in South African society. The pair were apprehended in April 2023 and are currently awaiting trial.

The MCC, operated by private security company G4S, has faced severe criticism for its role in the escape. In May 2022, Justice and Correctional Services Minister Ronald Lamola announced that G4S had been served with a notice for the termination of its contract to manage the prison.

Public Protector Investigation and Oversight

The Public Protector launched an investigation into the Department of Correctional Services’ (DCS) handling of Bester’s escape after receiving complaints about its alleged failures. Advocate Kholeka Gcaleka’s report concluded that there were “undue delays” in addressing the incident.

The Parliamentary Legal Services recently reminded the Portfolio Committee on Correctional Services of its constitutional duty to oversee the implementation of the Public Protector’s findings. The matter remains sub judice as the court case continues.

Thobakgale emphasised that the raid aligns with the department’s commitment to safety during the festive season.

“We are part of the Justice Crime Prevention and Security cluster. We have our own brief of ensuring that in correctional settings, security is heightened, the officials and offenders are safe,” he said.

To date, two MCC officials implicated in Bester’s escape have faced disciplinary hearings and received final written warnings.
