Suspended Tshwane CFO Gareth Mnisi Returns To Madlanga Commission Over Tender Allegations

Suspended City of Tshwane Chief Financial Officer Gareth Mnisi is set to return to the Madlanga Commission of Inquiry in Pretoria on Monday, where he will continue his testimony.

Mnisi faces allegations of manipulating procurement processes related to security service tenders awarded by the municipality. The inquiry is examining how contracts were allocated and whether proper procedures were followed.

During earlier proceedings, Mnisi rejected claims that he had gained financially from companies contracted by the city. His testimony forms part of a broader investigation into several firms that secured lucrative deals with the municipality.

Key Details On Tshwane Security Tender Investigation

Three companies at the centre of the probe—Gubis 85 Solutions, Triotic Protection Services and Ngaphesheya Security—are being scrutinised over their roles in the awarding of security contracts.

Mnisi has denied any personal connection to these firms. He stated that he has not received financial benefits from any of them.

Gubis 85 Solutions, owned by Calvin Mahlangu, secured the largest portion of the multi-million-rand tender. Meanwhile, Triotic Protection Services has been associated with ANC Tshwane chairperson and former regional secretary Eugen Modise.

Ngaphesheya Security is owned by Bheki Nkosi, who has links to Sergeant Fannie Nkosi, described as a close associate of Mnisi.
