Minister Siviwe Gwarube Warns Operation Dudula: ‘Keep Battles Away From Schools’

Minister of Basic Education Siviwe Gwarube has stepped in to shield learners from disruptions linked to the Operation Dudula movement. This follows reports of members visiting schools in Soweto and instructing principals to stop enrolling undocumented foreign children.

“I’m acutely aware of how frustrated South Africans are with their government in dealing with basic services, jobs and social welfare. I’m also mindful of the conversation and action that must be taken in dealing with illegal immigration,” Gwarube said.

“But I will never condone or accept the victimisation of children or the disruption of schools and teaching and learning time.”

Siviwe Gwarube Calls for Action From Police and Education Departments

The Minister urged the Department of Basic Education, the South African Police Service, and provincial education departments to activate joint operations to monitor and manage any further disruptions.

She made it clear that those interfering with schools would face legal consequences.

“Let’s fight this battle away from schools. Or people must face the consequences of the law. Our Constitution is clear. So is case law,” Gwarube stated.

While addressing the Dudula-related school disturbances, Gwarube reaffirmed the Department’s wider commitment to learner safety.

She highlighted the importance of reporting sexual offences under the Criminal Law (Sexual Offences and Related Matters) Amendment Act and the Children’s Act.

“While our immediate focus is on preventing school disruptions linked to Operation Dudula, the Department of Basic Education remains committed to safeguarding learners against sexual abuse,” she said.

“We will not allow predators or disruptors to rob children of their right to safe schooling. Any person who abuses their position of trust will face the full force of the law,” Gwarube added.
