Sibiya Denies Corruption Allegations Against Him During City Of Johannesburg Tenure

Suspended Deputy Commissioner Shadrack Sibiya continued his testimony before Parliament on Tuesday, firmly denying allegations of corruption during his tenure with the City of Johannesburg (CoJ).

Sibiya appeared before the ad hoc committee investigating police corruption, using his final day in the witness box to rebut multiple claims presented by evidence leader Norman Arendse.

On Monday, Sibiya addressed accusations regarding his role in disbanding the political killings task team. On Tuesday, the focus shifted to his previous employment with the CoJ, where he faced scrutiny over alleged misconduct.

During proceedings, Sibiya was questioned about purported connections to controversial businessman Brown Mogotsi and murder-accused Vusimuzi “Cat” Matlala.

ANC member Thokozile Sokanyile specifically asked why Sibiya had left his role as the anti-corruption head at the City of Johannesburg amid claims of irregular procurement of spy equipment.

Sokanyile asked: “When you were in the City of Johannesburg trying to combat fraud and corruption, there are these allegations.”

Sibiya rejected the claims, asserting that the complaint had been made by someone else responsible for the procurement. “The person who complained that I procured spying equipment is his wife, who procured spying equipment working for the City of Johannesburg,” he said.

Sibiya Clarifies Resignation

Sibiya also refuted suggestions that he had been dismissed from the City of Johannesburg. He stated clearly that he had resigned from the municipality before joining the police force, countering the narrative that his departure was linked to any wrongdoing.

As his final day of testimony concluded, Sibiya maintained his stance, denying all allegations levelled against him and leaving the committee with his version of events regarding his CoJ tenure.
