Shadrack Sibiya Backs Senzo Mchunu, Calls PKTT Disbandment A ‘Lawful Instruction’

Deputy Commissioner Shadrack Sibiya has stood firmly behind Police Minister Senzo Mchunu, insisting the directive to dissolve the Political Killings Task Team (PKTT) was entirely legitimate.
Sibiya described Mchunu’s instruction as a “lawful instruction” and a political decision that fell well within the minister’s authority. According to Sibiya, there was “nothing unusual” about the move, explaining that ministers have the right to decide on the best approach to tackling crime.
He added that ministers should be actively involved in operations, saying they are expected to be “hands on” in efforts to combat criminal activities across the country.
Testimony Before the Police Ad Hoc Committee
Sibiya made the comments during his testimony before Parliament’s police ad hoc committee, which is probing allegations of corruption within the police service.
His two-day appearance wrapped up on Tuesday night, where he addressed several questions about Mchunu’s directive and broader issues of governance within the police.

Referring to past instances, Sibiya said Mchunu’s decision was not unprecedented.
“As far as I’m concerned, it’s a lawful instruction because the minister, who is the boss of the national commissioner, if you come up with something like that and say I don’t think this is needed today, let’s change direction. It’s happened before many times, even during Minister Bheki Cele’s time. So, it happens,” he said.

Sibiya’s remarks appear to downplay the controversy surrounding the PKTT’s disbandment, framing it as part of standard ministerial oversight and leadership in policing matters.
