Shadrack Sibiya Caught Driving Car Registered to Convicted Criminal — Madlanga Commission Told

A shocking revelation emerged at the Madlanga Commission of Inquiry on Tuesday when Crime Intelligence Head Lieutenant-General Dumisani Khumalo testified that Deputy National Police Commissioner Shadrack Sibiya was repeatedly seen driving a vehicle registered to a man with 34 criminal cases, including multiple carjacking convictions.

According to Khumalo, the Toyota bakkie used by Sibiya on the day of a high-profile police raid was registered to Stuart James Scharnick, a Durban-based man with a long and troubling criminal history.

“The vehicle in question is linked to Lieutenant-General Sibiya’s movements on 9 October,” Khumalo told the commission.

“Our records confirm both the registration details and the driver associated with that period.”

Khumalo presented a detailed profile of Scharnick to the commission in Pretoria, outlining 34 charges in total — 18 resulting in convictions, 11 withdrawn, and five acquittals. He added that most of these cases related to vehicle hijackings.

“It is unclear whether Scharnick ever served a day in prison,” Khumalo noted.

Shadrack Sibiya Criminal Ties and Unanswered Questions

Khumalo also revealed that Scharnick was seen in Parliament during the ad hoc committee inquiry, where Sibiya testified last month. Scharnick, who is believed to act as one of Sibiya’s informal protection officers, was reportedly present throughout the proceedings.

“Our investigation includes verified information on the daily movements of the vehicle, which assists us in confirming the driver and the registered owner,” Khumalo added.

The revelation has sparked serious concerns within law enforcement and government oversight circles about potential misconduct or conflicts of interest involving senior SAPS officials.

Khumalo stressed that the evidence presented was part of a broader investigation into possible criminal collusion within the police service, particularly involving top-ranking members.

“The purpose of this evidence is to confirm the link between the car, the driver, and the owner,” Khumalo said.

Madlanga Commission Probes Deeper

Meanwhile, the commission reportedly struggled to determine whether the takedown operation at the home of Katiso “KT” Molefe in Sandton was authorised or interfered with by the Hawks.

Khumalo is set to continue his testimony on Wednesday, where he is expected to provide further clarity and detail on Sibiya’s alleged relationship with known criminals and the implications for the SAPS’s integrity.

This latest revelation comes amid mounting scrutiny over Sibiya’s conduct and associations following his suspension earlier this year — a saga that continues to expose deep divisions and distrust within the police hierarchy.
