Senzo Mchunu Defends Disbanding Of PKTT At Madlanga Commission Inquiry

Suspended Police Minister Senzo Mchunu has remained firm in his justification for disbanding the Political Killings Task Team (PKTT), insisting the unit had outlived its mandate and was no longer functioning as intended.

Mchunu appeared before the Madlanga Commission of Inquiry on Tuesday, where his session lasted just two hours. Due to time constraints, evidence leaders permitted him to deliver his version of events by reading from a prepared statement.

The former minister repeated much of what he previously told Parliament’s ad hoc committee, stressing that his decision was based on structural and procedural concerns.

PKTT ‘Not a Permanent Structure’, Says Senzo Mchunu

Mchunu argued that the task team was never meant to operate indefinitely, noting that its creation came with specific timelines. “The initial mandate of the NPKTT was for actually six months and not six years, six months,” he told the commission.

He also maintained that the PKTT’s functions overlapped with those of the murder and robbery unit, making it unnecessary to keep both operating simultaneously.

According to Mchunu, the PKTT became irregular under the Public Finance Management Act due to the absence of performance assessments after 2022. He said this raised red flags around oversight, monitoring and accountability.

“Budget had to be found from other programmes, even during extensions to fund it. It had to be subjected to regular assessments, and costs had to be calculated each time there had to be an extension,” he said.

Mchunu is scheduled to return to the commission on Thursday and Friday, where he will face cross-examination.
