SASSA Card Deadline Approaches: Western Cape Deals with Beneficiary Transition To Postbank Black Cards

The Western Cape government (WCG) is actively addressing the problems that social grant beneficiaries in the province come across as they move from SASSA Gold Cards to Postbank Black Cards. Despite the South African Social Security Agency (SASSA) being a national entity outside the province’s mandate, the WCG has received numerous queries and complaints from residents seeking assistance with the card migration process.

Concerns were raised concerning the accessibility and efficiency of the transfer after SASSA and Postbank announced on February 7, 2025, that beneficiaries would have until February 28, 2025, to switch cards. After March 1, 2025, recipients will be unable to access their SASSA award payments using their Gold Cards.
Issues Identified
The WCG has found faults in the system, notably the scarcity of card replacement facilities in rural regions. This has driven the WCG to work with SASSA to speak out for disadvantaged individuals who rely on these grants and cannot afford delays in accessing their funds.

“We are doing it for all those who are looking to us for answers that should be forthcoming from SASSA, Postbank, and the National Department of Social Development,” said the Ministry of Social Development in the released statement.
The WCG has reached out to Postbank, raising the following questions,
- Why are the majority of card replacement sites located in the Cape Town Metro, with only a few additional sites in Caledon, Vredenburg, George, and Paarl?
- What plans are in place to assist residents in municipalities located far from these designated locations before the transition deadline?
- How many beneficiaries still need to migrate from SASSA Gold Cards to Postbank Black Cards, and can this data be provided per municipality regularly?
- Are there sufficient trained personnel to oversee the migration process effectively, and if not, what steps is Postbank taking to address this issue?
- How can the Western Cape Government assist in communicating information to beneficiaries to alleviate anxiety and confusion?
As of now they are waiting for a response from Postbank.
Site Visit and Beneficiary Experiences
During a visit to the Postbank site in a Paarl shopping centre, Western Cape Government representatives saw first-hand the difficulties that beneficiaries come across. On the previous Monday, the absence of Postbank staff created chaos, and on Tuesday, the office only opened shortly after 1 p.m., showing a lack of urgency from the service provider.

Many recipients, especially those from faraway areas such as Citrusdal and Gordon’s Bay, were forced to travel long distances due to a lack of Postbank sites in their own neighbourhoods or system issues. One woman from Citrusdal reported paying R400 for a taxi to get to Paarl, “We don’t have any other options. My boss is not happy, but this was the closest place we could go.”
This shows the financial difficulties of vulnerable individuals.

Reluctance to Use Bank Accounts
Despite SASSA’s encouragement throughout the years, many beneficiaries are hesitant to have their payments transferred to bank accounts. Concerns about bank fees and the time-consuming procedure of altering details at SASSA offices were listed as factors for the reluctance
A 73-year-old Old Age grant recipient from Paarl said, “I think SASSA must give more time for the replacement of cards. This is my fourth time trying to replace my Gold Card. But I won’t do banks because of the bank charges. It also takes too long getting those details changed at a SASSA office.”
Concerns about Non-operational Sites
According to reports, the Postbank sites in Vredenburg and Caledon are not operating, despite SASSA’s claims. Postbank Black Cards have been accessible in Vredenburg for several weeks, but no agents are in sight to administer the cards.
Western Cape Government’s Commitment
The WCG is dedicated to campaigning for vulnerable residents and will continue to pressure SASSA and Postbank to fulfil their obligations to those who rely on social grants to survive. The issue will also be discussed in a meeting with the National Minister of Social Development and MECs from other provinces.
