PSIRA Suspends Eight Officials Over Registration Of Vusimuzi ‘Cat’ Matlala’s Security Firm

The Private Security Industry Regulatory Authority (PSIRA) has suspended eight of its officials following the discovery of serious irregularities in the registration of controversial businessman Vusimuzi “Cat” Matlala’s company, Cat Protection and Security (Pty) Ltd.

According to PSIRA spokesperson Bonang Kleinbooi, a preliminary investigation exposed improper conduct, procedural lapses, and systemic weaknesses in internal controls, including document verification failures, lack of oversight, and breaches of ethical compliance.

“In light of these findings, and under the direction of the Minister of Police, the Authority has initiated several operational measures,” Kleinbooi said.

Among these measures are the immediate implementation of consequence management against the implicated staff members, pending disciplinary and criminal investigations. PSIRA has also launched a legal review into the registration of Cat Protection and Security and its director, Matlala.

An independent forensic firm will conduct a full investigation into the registration process of the implicated company and individuals. Furthermore, PSIRA will review all approved registrations involving individuals with criminal records and update its Code of Conduct to ensure disciplinary consequences align with acts of negligence, omission, or collusion.

Vusimuzi ‘Cat’ Matlala in Custody on Serious Criminal Charges

Vusimuzi “Cat” Matlala, 49, remains in custody, facing multiple charges including attempted murder, conspiracy to commit murder, and money laundering.

Matlala and four co-accused — Musa Kekana, Tiego Floyd Mabusela, Matlala’s wife Tsakani Matlala, and Mabusela’s daughter Nthabiseng Nzama — are linked to the alleged attempted murder of Matlala’s former girlfriend, actress and socialite Tebogo Thobejane.

The case stems from a 2023 shooting on the N1 highway near Sandton, where Thobejane was shot in the foot. A female passenger in the vehicle sustained a severe spinal injury and was left paralysed.

Recently, Crime Intelligence head Lieutenant General Dumisani Khumalo testified before the Madlanga Commission, alleging that Matlala is part of a drug syndicate known as the “Big Five.” The commission is currently probing claims of criminality and political interference within South Africa’s justice system.

PSIRA and Police Ministry Commit to Restoring Public Trust

PSIRA CEO Manabela Chauke reaffirmed the authority’s commitment to transparency, accountability, and restoring public confidence in the regulatory body.

“These actions are a clear signal that irregular conduct will not be tolerated within PSIRA,” Chauke stated. “We will rebuild our systems to ensure that no individual can compromise the security and safety of our nation through regulatory loopholes.”

Chauke further assured the public that all compliant security service providers remain unaffected and that PSIRA’s operations continue under heightened supervision.

Minister of Police Firoz Cachalia expressed full support for the suspension of the eight officials, emphasising that the move was corrective rather than punitive.

“The private security industry plays a vital role in public safety and national security. Any lapse in integrity within its regulation endangers public trust and the credibility of the state,” Cachalia said.

“The steps we are taking will ensure that PSIRA operates with integrity, transparency, and professionalism.”
