Promotions For Police Officers Who Exposed Dr Magudumana And Apprehended Rosemary Ndlovu
The South African Police Service recently held its ninth edition of the national excellence awards to commend individuals and groups who demonstrated exceptional dedication and commitment in their line of duty during the 2022/23 financial year.
The ceremony, held in Midrand, Gauteng, was attended by esteemed guests including Police Minister Bheki Cele, Minister in the Presidency Khumbudzo Ntshavheni, and National Police Commissioner Gen Fannie Masemola.
Among the recipients of special awards were a constable from the Free State, whose identity remains undisclosed for security reasons, and Sergeant Keshi Benneth Mabunda.
The constable played a crucial role in exposing Dr Nandipha Magudumana’s criminal activities, leading to her arrest and that of murderer and rapist Thabo Bester.
In recognition of their exceptional contributions, the constable was promoted to the rank of warrant officer, while Sergeant Mabunda was promoted to captain.
Sergeant Mabunda, known for his expertise in uncovering insurance claim fraud, also received the minister’s special award. His meticulous investigations resulted in the conviction of Rosemary Ndlovu and, more recently, the arrest of a woman connected to the murder of her cousin and biological son in North West.
The awards ceremony featured a total of 47 categories, including recognition for administrative employees, high-risk members, detectives, forensic members, women of the year, community police forums, individuals with disabilities, and outstanding police stations.
The event aimed to foster a culture of excellence and innovation within the police service, ensuring that professional services are consistently delivered to communities.
Other notable awardees included Sergeant Molwantoa Rapakgadi, a detective who specialises in investigating serial rapists and offenders involved in child pornography. Rapakgadi was credited with securing 57 life terms and an additional 3,074 years in prison for 17 serial rapists.
The national commissioner’s special award was presented to Lieutenant-Colonel Joe Coetzer, who played a pivotal role in a successful operation that dismantled a cash-in-transit gang in Makhado. Despite sustaining injuries during the operation, Coetzer displayed exceptional bravery and commitment to his duties.

The ceremony also recognised the achievements of Lieutenant-Colonel Junior Santi, the operational commander of the Parkroad tactical response team in the Free State. Under his leadership, the team made 141 arrests and seized counterfeit money worth over R800,000 during the 2022/23 financial year.
In addition, the station of the year award went to Port Nolloth, which was acknowledged as the top-performing station in the Northern Cape. The station received a perfect 100% rating in the crime prevention environment, making it the most outstanding station in crime prevention across the province and the country.
