ANC Commits To Hand Cadre deployment Over Records, Urges Careful Handling By DA

The ANC calls upon Dr. Schreiber to respect the rights of these individuals and to use the records for the purpose outlined in his PAIA application.

The African National Congress (ANC) has pledged to hand over records of its national deployment committee to the Democratic Alliance (DA) by the end of business on Monday.

In doing so, the ANC is calling on the DA to handle the information with care, taking into account the provisions of the Protection of Personal Information Act (POPIA), which guarantees the protection of personal information of individuals.

Mahlengi Bhengu-Motsiri, the ANC national spokesperson, rejected what she referred to as “fevered speculation driven by the DA” regarding the governing party’s cadre development policy and deployment strategy.

She emphasised that the ANC is fully prepared to comply with the order of the Constitutional Court, following its ruling last Monday, and will meet the deadline.

Bhengu-Motsiri clarified that a number of the records for the period 2018-2021 were already handed over to the Zondo commission in 2021 and underwent thorough scrutiny, including testimony by President Cyril Ramaphosa and other senior leaders of the party. She stated, “The ANC has nothing to hide.”

Regarding the period from December 2012 to December 2017, Bhengu-Motsiri explained that the ANC had informed the commission in June 2021 that it could not locate the committee’s minutes for that period.

The ANC rejects the DA’s claims of deliberate misrepresentation and false expectations regarding the records.

Bhengu-Motsiri criticized DA MP Leon Schreiber, who made the application for the information from the ANC under the Promotion of Access to Information Act (PAIA), accusing him and his party of engaging in threats and misrepresentation.

She emphasized that President Cyril Ramaphosa had committed to doing everything in the ANC’s power to find the records, and they have done so.

The ANC firmly rejects the DA’s threats to lay charges of contempt of court against its leadership. Bhengu-Motsiri stated that the ANC has followed all requirements of the Promotion of Access to Information Act in complying with the court order.

She emphasized that precautions have been taken to protect the personal information of individuals who have not given consent for its release, in accordance with POPIA.

The ANC calls upon Dr. Schreiber to respect the rights of these individuals and to use the records for the purpose outlined in his PAIA application. Bhengu-Motsiri expressed concern that misusing the constitutional right of access to information for narrow party-political advantage would be regrettable.

The ANC argues that cadre deployment is not unique to the party or this country, highlighting that similar policies are implemented in various countries by different parties. It asserts that its cadre development policy and deployment strategy are designed to advance the constitutional goal of transformation.

The ANC acknowledges that there have been problematic deployments in the past but affirms that it has also deployed individuals with impressive qualifications and credentials who have achieved great outcomes for South Africa.

In response to the ANC’s request for an extension to the deadline, the DA announced that it had turned down the request. However, the ANC denies making such a request.
