Parliament Probes How R360m SAPS Healthcare Tender Went To Vusimusi ‘Cat’ Matlala

Parliament’s ad hoc committee on corruption within the South African Police Service (SAPS) has begun examining how a R360 million healthcare contract was awarded to controversial businessman Vusimusi “Cat” Matlala.
On Thursday, SAPS divisional commissioner Molefe Fani detailed how Matlala’s company, Medicare24 Tshwane, emerged as the preferred bidder from a pool of 22 companies.
According to Fani, the contract covered health screenings for new police recruits and general medical support for existing SAPS personnel.

Fani told MPs he was unaware that the Investigating Directorate Against Corruption (IDAC) had approached National Police Commissioner Fannie Masemola with concerns linking the company to alleged wrongdoing at Tembisa Hospital.

“In the report that was submitted to the bid adjudication committee, it would appear that the bid evaluation committee had applied their mind and made certain that all the relevant documentation and all the relevant requirements of the bid documents had been complied with.

“And in the report they are recommending that the suppliers be carried to the next phase of evaluation, and for all other suppliers that were disqualified in the report, it was clearly stipulated why they were disqualified,” Fani explained.
Fani added that no one within the bid adjudication committee raised objections during the process. As a result, Medicare24 Tshwane was granted the three-year contract in June 2024.
