Mogotsi Admits Deceiving Nhlanhla Mkhwanazi, Claiming He Was Probing Him

North West businessman Brown Mogotsi has told the Madlanga Commission that he deliberately misled KwaZulu-Natal Police Commissioner Lt-Gen Nhlanhla Mkhwanazi into believing he was an SAPS infiltrator — while he was, in fact, operating as a Crime Intelligence contact agent assigned to investigate the commissioner himself.

Mogotsi: “The outcome I intended”

Testifying on Tuesday, Mogotsi said he was mandated by Crime Intelligence to gather sensitive information on both Mkhwanazi and alleged cartel figure Vusimuzi “Cat” Matlala.

His evidence came in response to Mkhwanazi’s earlier claims that Mogotsi was a corruption conduit between senior politicians, including suspended Police Minister Senzo Mchunu, and Matlala.

Mogotsi rejected the allegations, insisting the commissioner had reacted to a carefully engineered ruse.

“The perceptions and assumptions that Lt-Gen Mkhwanazi alluded to in his evidence with reference to me are exactly the outcome I intended,” he said.
“I sought to create an appearance that would enable me to gain his trust and move closer to him for investigative purposes.”

He added that Mkhwanazi was unaware that he was operating as a “contact agent” acting under direct instructions from his handlers.

Crime Intelligence allegedly tracked commissioner’s vulnerabilities

According to Mogotsi, the Crime Intelligence unit was continuously informed about his strategies, activities, and findings. His duties included identifying information that could be used against subjects under investigation — including the provincial commissioner.

He told the commission he began working as a Crime Intelligence informant in 1999 and was elevated to the role of contact agent in 2009.

In one of the most striking — yet unverified — claims, Mogotsi alleged that when South Africa filed a genocide case against Israel at the International Court of Justice in 2023, concerns allegedly arose in Israeli circles about threats to coal trade routes.

He further claimed that Zulu King Misuzulu ka Zwelithini and Mkhwanazi were allegedly recruited by the CIA to protect American strategic interests.

“There was a real suspicion that Lt-Gen Mkhwanazi was recruited by the CIA,” he told the commission, though he noted the information had not been independently verified and remained subject to the commission’s scrutiny.

The commission is expected to hear further testimony from Mogotsi on Wednesday as the inquiry continues to examine allegations of political interference, intelligence irregularities, and criminal infiltration within the security cluster.
