The Madlanga Commission was left stunned on Thursday after a video was played showing suspended EMPD acting chief, Brigadier Julius Mkhwanazi, publicly vowing to “take a bullet” for former Ekurhuleni city manager, Dr Imogen Mashazi — raising fresh questions about allegiance, patronage and power inside the metro.

Loyalty on Camera: ‘We Will Die for You’

The footage — recorded at what appeared to be a Christmas party — showed Mashazi surrounded by colleagues clapping and singing, some calling her “our mother who gave birth to us”.

In the middle of the celebration, Mkhwanazi, wearing a white T-shirt, pointed at Mashazi and declared: “We will die for you… I will take a bullet for you.”

Mashazi replied softly: “Thank you so much.”

The commission heard that the video was submitted by former Ekurhuleni HR head, Xolani Nciza, who said he received it in 2024. He told the panel that the clip demonstrated where Mkhwanazi’s loyalty truly lay.

“This is beyond an anomaly,” he said. “It means I am loyal to you — not to the municipality.”

Madlanga Commission Testimony Exposes Questionable Relationships

Nciza was testifying about internal tensions in the city, including allegations that Mashazi protected Mkhwanazi from scrutiny and disciplinary processes. He said the loyalty display was deeply inappropriate.

During questioning, Co-Commissioner Sesi Baloyi asked whether it was acceptable for a subordinate to make such a declaration to their superior.
Nciza responded: “Absolutely not — unless the person is your VIP protector.”

Nciza also addressed earlier allegations regarding his own qualifications, explaining that a criminal investigation had cleared him. “The review confirmed I met the requirements,” he said.

The commission heard further testimony that officials close to Mashazi allegedly received salary increases of up to R600 000, fuelling concerns about favouritism within her administration.

Former EMPD bosses, Chief Jabulani Mapiyeye and his then-deputy, Revo Spies, also raised questions about the nature of Mashazi and Mkhwanazi’s relationship during their testimony.
