Land Reform Ministry Rejects Phakel’umthakathi Allegations And Signals Legal Action

The Ministry of Land Reform and Rural Development has strongly denied allegations circulating on social media and podcast platforms, describing the claims as baseless and harmful.

The department said the statements could damage public trust in South Africa’s land reform programme. Officials also warned that misinformation around such a sensitive issue could undermine ongoing efforts aimed at addressing historical land injustices.

Land Reform Ministry Dismisses Allegations As False

The land reform ministry said it became aware of allegations reportedly made by Nkosikhona Ndabandaba, also known as ‘Phakel’umthakathi’. The claims allegedly linked the minister to abuses involving farm workers and matters related to land ownership.

According to the department, the accusations include allegations of mistreatment of black farm dwellers, forced removals and the transfer of land to white farmers. The ministry said there was no evidence supporting these claims.

“The ministry rejects these allegations as false, unfounded, and damaging.”

The department further cautioned that the allegations could create confusion among the public and negatively affect confidence in government land reform initiatives.

Land Reform Programme Remains A Government Priority

The land reform ministry said the allegations threaten to overshadow key programmes aimed at restitution, tenure security and rural development. Officials stressed that these initiatives remain central to government’s efforts to improve access to land and support affected communities.

“These claims are not supported by evidence and have the potential to mislead the public, harm the reputation of the minister and the department, and undermine confidence in the important work being undertaken to advance land reform, tenure security, restitution, and rural development.”

The ministry reiterated that its focus remains on implementing policies designed to create equitable access to land while supporting sustainable rural development across the country.

Legal Action Considered Over Defamatory Claims

The land reform ministry confirmed that legal representatives have been instructed to address the matter. Officials said the department supports constitutional rights but believes those rights must be exercised responsibly.

“The ministry respects the right of all South Africans to freedom of expression and public accountability. However, this right does not extend to the publication of false and defamatory statements that damage personal and institutional integrity.”

Despite the controversy, the ministry said it remains committed to fulfilling its constitutional obligations. It added that efforts to advance land reform and protect the rights of historically dispossessed communities will continue uninterrupted.
