Julius Mkhwanazi Accuses Vusimuzi ‘Cat’ Matlala Of Forging His Signature On 2021 EMPD Letter Of Authority

Suspended acting Ekurhuleni Metropolitan Police Department (EMPD) chief Julius Mkhwanazi has alleged that a 2021 letter of authority used by businessman Vusimuzi “Cat” Matlala was fraudulently signed.

The letter stated that Matlala’s private security firm, Cat VIP Protection, enjoyed an “endless working relationship with EMPD.” It also listed seven vehicles owned by Matlala, claiming they were used to assist the metro police.

However, Mkhwanazi told the Madlanga Commission on Wednesday that he never signed the document, insisting the signature presented was not his.

Julius Mkhwanazi Challenges Legitimacy of EMPD Letter

While Mkhwanazi acknowledged signing a memorandum of understanding (MOU) between two of Matlala’s companies, he maintains that the letter of authority Matlala allegedly used to bypass law enforcement was not among the documents he approved.

Both the MOU and the disputed letter were dated and signed in October 2021, but Mkhwanazi argued the authenticity of the authority letter differed significantly from his usual signature.

Julius Mkhwanazi appeared before the Madlanga Commission.

“I’m contesting it – this is not my signature. My signature has a big J and the D, this one? No. And I got this on social media,” he said.

EMPD Approval Still in Question

Mkhwanazi further claimed that although he did sign MOUs involving Matlala’s companies, none of the agreements ever received official EMPD approval.

This, he suggested, made the documents effectively invalid.
