Government Approves Policy Allowing Private Institutions To Use ‘University’ Title In South Africa

The Department of Higher Education and Training (DHET) has officially gazetted a landmark policy that allows private higher education institutions in South Africa to use the title “university.”

The Policy for the Recognition of South African Higher Education Institutional Types introduces a new framework designed to bring South Africa’s education system in line with international norms.

This move formally recognises three distinct categories of higher education institutions—Higher Education Colleges, University Colleges, and Universities—applicable to both public and private sectors.

Dr Rob Stegmann, Academic Head at Boston City Campus, welcomed the development, saying the policy effectively bridges the long-standing divide between public universities and private institutions.

“It is a really exciting time to be in higher education,” he said.

Policy Bridges the Public–Private Gap

The new policy aims to create parity between public and private institutions by setting clear and consistent standards across the sector. This alignment is expected to enhance the credibility and competitiveness of South Africa’s private higher education institutions, both locally and abroad.

By defining institutional categories, the DHET seeks to promote transparency and ensure that all institutions meet the same academic and operational requirements before earning university status.

While the policy opens the door for private institutions to call themselves universities, it also introduces strict quality benchmarks. Private universities will need to demonstrate compliance with rigorous academic, governance, and research standards to qualify for the designation.

These measures are intended to ensure that students receive education on par with public university offerings and that the term “university” maintains its integrity and global recognition.
