Ex-CFO Arrested for Withholding Pension Payments, Leading To R6 Million Debt

A former Chief Financial Officer (CFO) of Thembelihle Local Municipality has been arrested for withholding third-party payments, causing a significant R6 million pension debt.

This arrest was made by the Serious Commercial Crime Investigation team in Kimberley, following the  severe financial misconduct within local municipalities.

Arrest Of Randile Jacobs Shuping

Randile Jacobs Shuping, 38, was arrested in Victoria West for allegedly withholding pension fund contributions from the Consolidated Retirement Pension Fund (CFR) during his tenure as CFO at Thembelihle Local Municipality from February 2021 to July 2023.

Shuping’s actions led to a debt of over R6 million in pension contributions, violating Section 13A of the Pension Fund Act.

He faces 1800 counts of contravention. After his arrest, Shuping appeared at Hopetown Magistrate Court and was granted bail of R5000.

His case will be revisited on April 25, 2025.

Phokwane Local Municipality Cashiers Arrested For Fraud

In a separate case, two cashiers from Phokwane Local Municipality were arrested for fraud, theft, and money laundering, resulting in a R3 million loss to the municipality.

The accused, Thato Morake (34) and Ayanda Ndwanya (35), allegedly manipulated municipal payments between January 2022 and August 2023.

An internal audit revealed that the pair recorded payments as direct deposits, even though they were pocketing cash payments for personal use.

Ongoing Investigation and Future Arrests

The Hawks’ Northern Cape Provincial Head, Major General Stephen Mabuela, commended the investigation teams for their thorough work.

The Hawks plan to intensify arrests and bring more municipal fraud cases before the court.

The Provincial head said, these arrests is an ongoing effort to combat financial misconduct in local government entities.
