EMPD Deputy Chief Julius Mkhwanazi Suspended Over Alleged Ties With Notorious Figure ‘Cat’ Matlala

Ekurhuleni Metropolitan Police Department (EMPD) deputy chief, Brigadier Julius Mkhwanazi, has been suspended after being linked to alleged criminal Vusimuzi “Cat” Matlala.

Mkhwanazi’s name surfaced in the Madlanga Commission of Inquiry, where he was accused of assisting Matlala’s infiltration into the EMPD ranks. The allegations include claims that he entered into fraudulent memoranda of understanding with Matlala’s private security company.

The City of Ekurhuleni confirmed Mkhwanazi’s suspension, stating it followed an internal probe into allegations of misconduct and irregular dealings.

Internal Probe and IPID Findings Lead to Disciplinary Action Against Julius Mkhwanazi

According to reports, the Independent Police Investigative Directorate (IPID) had previously recommended disciplinary steps against Mkhwanazi. Their findings pointed to unlawful conduct involving an unauthorised agreement between the EMPD and Matlala’s firm.

Under that agreement, Matlala was allegedly granted access to blue lights issued by the city—some of which were reportedly mounted on his personal vehicles.

Two months ago, Brigadier Mkhwanazi was placed on special leave after KwaZulu-Natal Police Commissioner Nhlanhla Mkhwanazi implicated him during proceedings at the Madlanga Commission.

The City of Ekurhuleni has now moved to suspend him formally, citing fresh revelations of criminal collusion that surfaced during the ongoing inquiry.
