BREAKING| Ekurhuleni Legal Boss Suspended Over Failure To Act Against EMPD Senior Officer

City of Ekurhuleni Head of Legal Services, Kemi Behari, has been placed on suspension after allegedly failing to enforce disciplinary action against senior Ekurhuleni Metropolitan Police Department (EMPD) official, Julius Mkhwanazi.

Mkhwanazi was himself suspended recently for his alleged role in securing a fraudulent contract involving alleged underworld figure Vusimuzi “Cat” Matlala.

The arrangement reportedly resulted in Matlala’s private security and medical businesses being unlawfully granted access to the City’s blue and red emergency lights.

The Independent Police Investigative Directorate (IPID) investigated the matter two years ago and recommended that disciplinary action be taken against Mkhwanazi.

Ekurhuleni Under Scrutiny Over Fraudulent EMPD Contract

According to reports, the contract facilitated by Mkhwanazi enabled Matlala’s companies to operate with equipment reserved for authorised emergency services. The move is said to have raised major concerns about public safety and corruption within the metro.

IPID’s findings prompted a clear directive, but it is alleged that Behari failed to implement the recommendations relating to Mkhwanazi’s conduct.

Failure To Act Sparks Administrative Fallout

The City’s decision to suspend Behari follows increasing pressure to address the long-running issue and ensure accountability within its legal and policing structures.

Her suspension marks another development in a case that has already placed both EMPD leadership and the metro’s governance processes under intense public scrutiny.
