Dumisani Khumalo Reveals How PKTT Was Formed And Disbanded At Madlanga Commission

Crime Intelligence boss Dumisani Khumalo has offered a thorough explanation of how the Political Killings Task Team (PKTT) was established — and later disbanded — during his testimony before the Madlanga Commission of Inquiry on Wednesday.

Khumalo, who had previously testified for two days in September before falling ill, resumed his evidence on Tuesday. His testimony is expected to conclude on Wednesday afternoon.

The commission heard Khumalo recount the events from the PKTT’s creation in 2018 to the 2024 directive that brought its operations to an abrupt end. His presentation provided a detailed look into the task team’s operations and the factors leading to its disbandment.

Khumalo unpacked the minutes from the first interministerial committee meeting in 2018, held to establish the PKTT. The task team, he explained, had been formed to tackle a growing wave of politically motivated killings across the country.

Later in his testimony, Khumalo discussed Public Service and Administration Minister Senzo Mchunu’s instruction on 31 December to dissolve the PKTT with immediate effect — a decision Khumalo said he disagreed with.

He also confirmed that suspended Deputy National Police Commissioner Shadrack Sibiya had last year requested an extension of the PKTT’s mandate so that the team could assist with investigating the Lusikisiki massacre in the Eastern Cape.

“He was aware of the performance of the PKTT because he had requested to extend the mandate of the PKTT to that other investigation to the Eastern Cape,” Khumalo told the commission.

Khumalo further revealed that a R20 million budget had already been approved for the PKTT to continue its work in the 2025/2026 financial year before the disbandment order was issued.

His testimony sheds light on the internal dynamics and decisions that led to the termination of one of the most high-profile crime-fighting units in the country.
