Former Investigating Directorate Against Corruption (IDAC) head Advocate Andrea Johnson has told the Madlanga Commission that it is reasonable to conclude there appeared to have been a coordinated attack against KwaZulu-Natal Police Commissioner Nhlanhla Mkhwanazi and Crime Intelligence head Dumisani Khumalo.

Johnson made the remarks after previously appearing before Parliament’s Ad Hoc Committee, where she rejected claims that the IDAC had participated in a coordinated campaign targeting the two senior law enforcement officials.

Addressing the commission, Johnson said the available information, when viewed collectively, supported such a conclusion.

“I think that if we look at the matters in their totality, and we also look at this one, this one, commissioners, 3527 really bothers me, then the assertion that, or the conclusion you draw, makes reasonable sense,” explains Johnson.

The commission also examined why the IDAC investigated human resources matters that were within the jurisdiction of the Public Service Commission (PSC).

Questions were raised over the unit’s probe into Khumalo’s appointment, with concerns that the issue fell outside the investigative mandate of the IDAC.

The commission heard that a 2023 Public Service Commission report concluded that Khumalo’s appointment had been lawful.

Johnson acknowledged that the PSC’s findings should have brought the investigation into the appointment to an end.

“It is irresponsible for us as IDAC if the investigators had this, not to have brought it to my attention and for us to have had then a proper adjudication of what did we get in, what has happened in the interim, and does this still find place?

"Because just this report – don’t even worry about the mandate of IDAC – just such a conclusive report removes it from the realm of any kind of investigation,” says Johnson.

Johnson Seeks To Conclude Madlanga Commission Testimony

The former IDAC head also requested that her testimony before the Madlanga Commission be completed no later than the tea break on Wednesday morning.
