Cachalia And Masemola Forced Into Truce As SAPS Faces Crisis Over KZN Political Killings

What began as an embarrassing spat over 121 case dockets has spiraled into a national crisis, forcing acting Police Minister Professor Firoz Cachalia and National Commissioner General Fannie Masemola into an uneasy truce.

At the heart of the dispute: political killings in KwaZulu-Natal, a province long plagued by assassinations of councillors and whistleblowers. The dockets — seized and later traced to SAPS headquarters in Pretoria — became a flashpoint between the minister and commissioner.

Masemola announced the files would be sent back to KZN for verification, only for Cachalia to openly slam the decision the next day.

The minister argued that the dockets were crucial to the work of the Madlanga Commission of Inquiry into Allegations of Interference in the Criminal Justice System, and accused Masemola of acting prematurely.

The public fallout left President Cyril Ramaphosa reportedly dissatisfied with both men’s conduct, highlighting a deep leadership rift at the very top of the country’s policing system.

SAPS Scrambles to Save Face Amid Political Violence

With their credibility on the line, Cachalia and Masemola met on Monday to “save face,” as insiders put it, and hammered out a joint statement. The two agreed to “professional, collegial, and respectful” cooperation — a thinly veiled admission that the relationship had already broken down.

They promised to strengthen SAPS’s capacity to investigate political assassinations, protect whistleblowers, and root out corruption. But such commitments will do little to quiet critics who argue that the very people tasked with cleaning up SAPS are too busy fighting each other.

“This capacity must be strengthened across the country where needed so that those who threaten our national security have nowhere to hide,” the pair insisted. Yet for victims’ families and communities living under the shadow of political violence, promises without accountability ring hollow.

Madlanga Commission Already Stumbling

Both Cachalia and Masemola vowed to respect the integrity of the Madlanga Commission by ensuring that the dockets are handed over in the format required. But even the commission itself is faltering.

Justice Mbuyiseli Madlanga admitted last week that hearings would not begin as scheduled, citing the Department of Justice’s failure to procure the necessary infrastructure on time. It was an embarrassing delay for a body meant to untangle claims of political interference at the highest levels of law enforcement.

For now, Cachalia and Masemola’s truce may paper over the cracks, but the bigger picture is damning: SAPS is consumed by infighting while political killings continue unchecked.

Unless the promises made this week translate into swift and decisive action, public trust in South Africa’s policing system will sink even further.
