Bheki Cele Got ‘John Wick’ Dossier On ‘Cat’ Matlala in 2018, Commission Hears

Former police minister Bheki Cele was handed a detailed dossier in 2018 identifying security company owner Vusimuzi “Cat” Matlala as the alleged Mamelodi assassin “John Wick”, the Madlanga commission has heard.
Dossier Detailed Matlala’s Profile and Record
Businessman Brown Mogotsi testified that a six-page intelligence report was presented to Cele in October 2018.
“It has a picture of John Wick and his ID number. It has his previous convictions, pending cases and everything — all the matters that were withdrawn against him,” he said.
The alleged assassin “John Wick” was linked to a 2021 killing spree targeting gangsters, including members of an alleged Boko Haram gang that extorted money from foreign shopowners.
Contradiction To Bheki Cele’s Previous Statements
Mogotsi’s testimony contradicts Cele’s earlier account to parliament’s ad hoc committee, where Cele said he first met Matlala in December 2024 in Durban. Cele had denied any friendship with Matlala but admitted staying for free at his penthouse.
“It was clear that Cele knew Matlala before, as the presentation was done in 2018,” Mogotsi stated. The commission is probing corruption allegations within the criminal justice system.
Witness Background in Intelligence Revealed
Earlier in his testimony, Mogotsi disclosed his background in intelligence operations. He said he had been part of Umkhonto we Sizwe with a focus on counterintelligence from 1993 to 1995 and later worked as a crime intelligence agent.
The commission continues to investigate claims of high-level connections and potential misconduct within law enforcement structures.
